TPO is a white single-ply sheet whose seams are welded with hot air, so each seam becomes part of the membrane. That bright surface helps offices and stores with big summer cooling bills. EPDM is a synthetic rubber sheet, usually black, joined with seam tape or adhesive. It stays flexible through cold snaps and is simple to patch years later. Asphalt-based modified bitumen and built-up roofs are thicker, so they handle foot traffic from HVAC service better.

Repair when the problems are isolated and the insulation underneath is dry. Recover when the membrane is worn out but the deck and insulation are sound. Replace when water has soaked the insulation, the deck is damaged, or the building already has two roofs on it.
Most commercial leaks start at the edges, not the middle of the roof: open seams, flashing pulling away from parapet walls, cracked sealant around pipes, and clogged drains or scuppers that let water pond. Those are usually repairable. A recover adds new insulation board and a new membrane over the old roof, which avoids tear-off and disposal and keeps the building closed in during the work.
