Often, yes, if you plan to stay in the house for many years or the house takes a lot of weather. If you're selling soon, or the roof also needs work, the money may go further elsewhere.
Fiber cement doesn't turn brittle in a January cold snap the way vinyl can, it won't burn, and insects and woodpeckers leave it alone. The trade-off is weight and labor: boards are heavy, cutting them makes silica dust that has to be controlled, and they need proper gaps above the roofline and the ground so they don't wick water. It also needs repainting eventually, although factory-applied finishes hold color longer than paint brushed on site.
Start with the side of the house that faced the storm. Hail leaves a pattern on that wall that the sheltered sides don't have.

Compare windows by the label, not the brochure. A lower U-factor means better insulation, which matters most in Kentucky winters. A lower solar heat gain coefficient blocks more summer sun, which helps on west- and south-facing walls. Low-E coatings and gas-filled double panes improve both.
